3. I therefore suggest that, subject to your agreement, there
would be little point in discussing this subject in Committee un
2 April and that the best way to proceed now is:

a. For ACDS (Pol), in conjunction with other departments
concerned and the FGO, to undertake an early review of the
principles that should govern British military assistance
to Oman for subsequent submission to Ministers in order
to establish the policy of the new Administration.

b. To signal CGS prior to his arrival in Oman on 5 April,
with guidance on the present position with particular
reference to the sale of Cymbeline.

4. I shall assume your agreement to these proposals, unless I hear
to the contrary by telephone (Ext 6284) by 1500 hours, Monday
1 April 1974.
