Contractual Conditions

9. It was agreed that an Iraqi team should visit the UK on12 January to agree the contract conditions as far as this waspossible. Any points requiring policy decisions could then bereferred up as necessary, eg Advance bank payment guarantees.

Technical Specification

10. It was agreed that the detailed technical specification wouldprepared by the UK for submission to Irag by early February, a weekprior to the visit of the UK team to finalise it. Amer Rashid said- that the expected the team to have authority to negotiate and agreethe specification on the spot. He had been disappointed about thelevel of the team on the previous visits. Mr Pateman said it wasnot always possible to do this without reference to the UK but tooknote of the point.

Logistic Proposals

11. These included training, training aids, spares support, groundequipment, publications etc. and had not been discussed yet in anydetail. It vias agreed that a team should visit Iraq in mid-Januaryfor this purpose with the object of producing the final proposalsin line with the same timescale as the technical specification,

Ground Environment

12. Amer. Rashid said they were confident they could handle this -aspect with their current equipment and only required the groundterminal trailers, which had been earlier discussed. (I assume =these will form part of the technical specification).

13. The aim will be to-finalise all these outstanding issues byfinalise end-February and we would then be prepared to talk price in March anby the Amer Rashid was very satisfied with this timescale but=stressed theend of necessity to keep to it. The programme was in our hands!themonth.
14. Mr Yates and Mr Pateman are now aware of the need to dedicatepersonnel to this project if it is to succeed, and intend to setup a joint project team. -- We should match this-and-this-can-be .discussed at RMD2's meeting on 9 December, together with themanning and organisational implications. We have no option--but toproceed as if this project will go to contract signature there car
be no half measures. HDS agreed to hold a meeting later this month./pricing This could usefully be after the company presentation of their 7::proposals.15. Finally, HDS and I believe that the timing of the approach to
