This file relates to UN Development Programme (UNDP) aid to the Gulf. It contains correspondence concerning:
- Problem of establishing a fund in trust for the Trucial States because there is no precedent for states that are neither members, members of UN agencies, nor dependent territories of members
- Question of the Trucial States, jointly or singly, becoming associate members of the United Nations Educational, Scientific and Cultural Organization (UNESCO) or another UN agency in order to qualify for UNDP aid, including political and constitutional considerations; and the eventual suggestion that associate membership may not be sufficient to qualify
- Question of what kind of aid UNDP could give the Trucial States
- UNDP assistance for a vocational training project in Bahrain; and Bahrain's assertion that the contributors to the UN fund must be anonymous rather than a single named donor, which would make it appear like a loan
- Preference of Saudi Arabia and Kuwait for contributing direct to a UN fund rather than the Trucial States Development Fund (TSDF); and the UNDP Resident Representative James Keen's belief that they would contribute to the TSDF then pool the funds
- Question of UNDP assistance for Qatar, which is eligible as an associate member of UNESCO and the World Health Organisation (WHO)
- Possibility of introducing a UNDP project to the Trucial States indirectly via Bahrain and Qatar; and the notion that Trucial States participation in the desert locust project provides a precedent for it benefitting from UNDP projects requested by other countries in the area
- Bahrain's relationship with UNESCO, particularly regarding education (including a manpower survey) and culture; and the reaction of Sheikh Khalifa Bin Salman Al Khalifa after receiving an aide memoire from UNESCO
- Rights and obligations of associate members of UNESCO
- Resolution adopted by the UN General Assembly at its thirteenth session in October 1958: the establishment of the Special Fund
- Nature of the Trucial States relationship with the Universal Postal Union, and what this means regarding qualification for UNDP assistance
