The Amir Taisal opened the second meeting by reading the

decisions oncerning land boundaries reached at the discussions helain London in August 1951 between H.R.H. the Amir Taisal and the United

Kingdom Government. He said that despite the traditional friendship

between H.M. King Ibn Saud and his neighbours, differences were liable

to arise if the boundaries were not defined and therefore it was desirable to

define them.

Sir Rupert Hay agreed.

The Amir Faisal then said that he would be interested to hear

the views of the Rulers now that Shaikh Ali of Qatar and Shaikh Shakhbut of

Abu Dhabi were present.

Sir Hubert Hay said that, as H.R.. was aware, His Britannio Majesty's

Government in the United Kingdom were responsible for the foreign relations of

Qatar and Abu Dhabi.

The Rulers' claims based on strictly legal considerations

had been stated by H.M.G. on previous occasions.

However he was ready for the

time being not to insist on these considerations but rather to try to reach a

settlement on the basis of existing facts.

First, he desired to know how H. :1.

suggested that the discussions should proceed. In particular would it bepreferable to tackle the problem as a whole or bit by bit and in what orler?

The Andr Faisal said that he did not deny 11.3.1. cis responsibility

for the foreign relations of Qatar and Abu Dhabi, but that he desired to hear

the Shaikhs themselves voice their claims as this would greatly facilitate

the discussions.

He was willing to discuss the matter bit by bit anil suggested

that Qatar should be taken first.

Sir Rupert Hay
