Today's meeting with the Ruler confirmed what we already know. He is resisting the change, but recognizes our ultimate responsibility in this matter. He points out his difficulties: (a) Public opinion. (b) Adverse publicity any amendments to title may achieve. (c) The danger of what appears to be giving in to pressure from Iran. (a) Political repercussions in general. 3. The agreement is not therefore yet within easy reach, and much will depend on Mehdi Tagir's visit to Iran.
