This file contains correspondence and records of meetings relating to the visit to the Gulf by the Minister of State for Foreign Affairs Goronwy Roberts on 1-8 November 1967. The main purpose of the visit was to: Reassure the Rulers about HMG's policy towards the Gulf and that Britain would maintain its political and military presence in the region until the Gulf States are able to ensure their own independent existence Encourage cooperation amongst the Gulf States Urge the Rulers to expedite modernisation of their administrations and to expand popular participation.
