This file concerns the introduction of foreign consular representation in the Gulf. It contains correspondence on:
- A request from the High Commission of India in London for the Indian Trade Agency in Bahrain to assume consular functions
- Plans for the establishment of consular representation for Pakistan in Qatar before the British withdrawal, and for the retrocession of HMG jurisdiction over Pakistani nationals in Qatar
- A request by Pakistan to establish trade agencies in Abu Dhabi, Dubai and Bahrain which will also perform certain consular functions, and details of the persons appointed as Trade Agents in each of these posts
- The question of future US representation in the Gulf
- The need to establish the form of the future British representation in the Gulf before the British withdrawal takes place
- Copies of examples of legislation in colonies and newly-independent countries, including Hong Kong, Swaziland, Gibraltar and Fiji, relating to diplomatic and consular privileges and immunities
- The preparation of versions of a diplomatic relations decree and a consular relations decree on which the Gulf Rulers could base legislation to provide for the establishment of diplomatic and consular missions in their territories after 1971
