This file concerns the introduction of foreign consular representation in the Gulf. It contains correspondence on:
- The establishment by Pakistan of Trade Agencies in Abu Dhabi and Dubai which will also perform consular functions
- Plans for the establishment of a Pakistani Consulate General in Oman
- An agreement that the newly-appointed Pakistani Trade Agent in Bahrain will not exercise any consular functions until such time as the Bahrain Government are ready to authorise this
- A request from the High Commission of India in London for permission to establish a mission in Abu Dhabi
- The question of customs privileges for trade agencies in Bahrain, and the diplomatic and consular privileges and immunities that will be granted following independence
- The question of future US representation in the Gulf
- Plans for future Japanese representation in the Gulf
- The appointment of new officials to the Canadian Embassy in Beirut, which also has responsibility for the Gulf area
- A request from the High Commission of India for consular work relating to the Indian community in Bahrain to be transferred to the Indian Trade Agent in Bahrain
- Plans for representation for the Federal Republic of Germany in the Gulf
