Most addressees will be aware that, during a visit which Lord Trefgarne (Minister of State for Defence Procurement) made to the Gulf during September, Major General Mohammed, the Chief of Staff of the United Arab Emirates Armed Forces made a request to Lord Trefgarne for 'anti-terrorist training'. It is not entirely clear whether Major General Mohammed was making the request on behalf of the UAE as a whole (Abu Dhabi, Dubai and the Northern Emirates) or simply on behalf of Abu Dhabi. 2. A small team from Abu Dhabi, who will form the officer cadre of a police CT team, have recently been in West Germany for CT training. Their quality is apparently not high and it is not expected that they will have any sort of effective CT capability before the end of 1987. It is doubtful, therefore, whether Abu Dhabi's CT forces are sufficiently advanced to derive benefit from CT training In any case, the nature of the CT forces being developed by Abu Dhabi suggests that any assistance might more appropriately come from the police. Dubai's police and armed forces apparently have some CT capability and the armed forces have received specialist protection training 3. Lord Trefgarne, who is aware of the limited capability of Abu Dhabi's CT forces, has nevertheless asked that we follow up Major General Mohammed's request for CT training by asking the DA in Abu Dhabi to request further details of what training is envisaged from whom. I attach a draft signal to the DA to this tend. I would be grateful to know whether addressees are content with the approach suggested by midday Thursday 11 December.
