This file relates to the concession agreement between Petroleum Development (Qatar) Limited (PDQ), Petroleum Concessions Limited (PCL) and the Ruler of Qatar Sheikh Ali Bin Abdulla Al Thani and the issue of oil royalties. It contains correspondence concerning:

  • Negotiations over the draft supplemental agreement to the concession agreement already signed in 1951; and P L Plant and the Ruler’s amendments to the agreement and HMG’s acceptance of them
  • Wish of the Ruler to have terms similar to those of Kuwait
  • Transfer of PDQ headquarters from Dukhan to Umm Said [Mesaieed]
  • Discussion of Plant’s position and possible departure
  • PCL’s proposals for a new round of negotiations in Qatar; and the postponement of these negotiations because of Ramadan with HMG’s worries over which countries Abdulla Darwish Fakhroo may take the draft proposals to for advice
  • Question of paying the royalty in sterling and the provision of part of it in Indian rupees for local expenditure; and the discussion with the Eastern Bank Limited of the Ruler opening a sterling account in London and drawing rupees from the branch in Doha
  • Employment for legal advice on the draft agreement of W J Heyting by the Ruler on the advice of Plant
  • Discussion on the form of the guarantee clause in the agreement
  • Signing of the agreement
