- A letter from B A B Burrows to the Ruler of Qatar Sheikh Ali Bin Abdulla Al Thani about the latter's dispute with the Ruler of Bahrain Sheikh Salman Bin Hamad Al Khalifa over Zubarah and the views of HMG on the subject, discussed during Burrows' visit to Doha; a 5-point letter from Burrows to Sheikh Salman outlining a plan for reaching a settlement; and a telegram from Foreign Secretary Anthony Eden endorsing the plan for settlement
- A conversation between the Political Agent J W Wall and Sheikh Salman and the latter's opposition to the presence of Qatari police and Sheikh Ali's claim of sovereignty over Zubarah. It includes a letter from Sheikh Salman acknowledging the receipt of Burrows' proposals and stressing the need for clarification of certain proposals aimed at achieving a settlement; and a meeting between Burrows, Sheikh Salman and Sir C D Belgrave and Sheikh Salman's views on the character of an impartial arbitrator and possible police patrols in Zubarah
- A meeting between Burrows and Abdulla Darwish Fakhroo and discussion of Sheikh Ali's opposition to the method for dealing with private property citing historical correspondence between Sheikh Abdulla Bin Jasim Al Thani and the Political Agent or Officer in 1948. It includes a letter from Sheikh Ali stating his opposition to visits by the Al Khalifa to Zubarah; and a series of meetings between the Political Agent, Abdulla Darwish and Sheikh Ali and the latter's allowance of visits by the Al Khalifa to Zubarah and plans for building a frontier post there
