The last paragraph is drafted in two versions, the first is suggested if we wish to confine negotiations to a technical level while the Caretaker Government remains in power, the second if we prefer to press forward with negotiations. Again, perhaps we can leave this to Bagdad. 3. If, as suggested in the fourth paragraph of your telegram No.175 of 28th July, you would like me to come to Bahrain, I shall be glad to do so on the first available plane after hearing from you.
