This file relates to the payment of oil royalties by Petroleum Development (Qatar) Limited (PDQ) to the Ruler of Qatar Sheikh Ali Bin Abdulla Al Thani. It contains correspondence concerning:

  • PDQ’s intention to move from monthly payments of oil royalties into the Qatar Government’s account at the Eastern Bank Limited to twice yearly payments, or quarterly payments if the Ruler requests more frequency
  • C J Pelly’s comments that the behaviour of PDQ is objectionable and that they should deal with the Ruler of Qatar through the Political Agency rather than directly
  • The request by the representative of PDQ B H Lermitte for a copy of Qatar’s proposed State Budget and Pelly and the advisor to the Ruler of Qatar P L Plant’s handling of the request
