This file relates to the Ruler of Qatar Sheikh Ali Bin Abdulla Al Thani’s request for a rise in the value of the oil royalties he receives from Petroleum Development (Qatar) Limited (PDQ) and Petroleum Concessions Limited (PCL). It contains correspondence concerning:
