Hendersonpointed out the serious disadvantages but failed to persuadethe Ruler who appealed to us to provide one. 2. Henderson and I agree that unless we meet the Ruler'swishes he will be most upset and, particularly if things gowrong, will hold Her Majesty's Government responsible. 3.
