- The desire of Frederick Gough MP to discuss the division of the Bahrain-Qatar seabed with the Lord Privy Seal Edward Heath after meeting the Ruler of Bahrain Sheikh Isa Bin Salman Al Khalifa. Also the opinion of Sir Lionel Heald, E F W Besly and Gilbert on the matter, and their plan to take it up with the Ruler of Qatar Sheikh Ahmad Bin Ali Al Thani (1-2)
- The opinion of the Queen's Counsel on the claims of the Ruler of Bahrain, which were set out in a memo to the Foreign Office (3)
