Your telegram No. 132 to me: Gulf Currency Agreement.

Your letter under reference, reporting that Mehdi Tajir was
in Doha last week and thought he had been successful in an approach
to the Ruler and Deputy (though the latter was annoyed), has not
yet reached the department (because of change in bag schedule).
2. I still think it important to know where Qatar stands before
I take action again with the Ruler of Bahrain. The latter's basic
dislike of the Qataris will make him chary of being the first to
appear to yield to the Iranian attitude. Moreover, his Director
of Finance who was at the talks in the Bank of England has not yet
returned.

3. As soon as I hear from you that the Ruler of Qatar and Deputy
even look like agreeing to a change, I shall use this as a lever
for an approach here. If they remain obdurate I shall come across
to Doha and take action in company with you.
