At our meeting on 2 February, we discussed thedescription of Catar and the Trucial states as "states".Your delegation had reservations about this descriptionon the ground - as we understood 1- that the IranianGoverment la not regard them as independent States.The purpose of this letter is to clarify the position.

There are many different sorts of States - there arestates which conduct their own international affairs, suchas Iran and the United Kingdom, there are states which aremembers of a federation and do not have any foreign affairs,such as the member States of the United States of America,Australia, Brazil, Mexico and India there are States(such as those we are considering) which are "protected"and have their foreign affairs conducted by the protectingState, and there are other kinae.

At Wednesday's meeting, the Department's legal advicer,Nr. Batstone describea Gatar and the rucial States assovereign independent states under the protection of theUnited Kingdom, He did not and I should 11lce to emphasisethis, describe then simply as sovereign independent states.The vords under the protection of the United Kingaom" areusually included in thie description and mean that theUnited Kingdom has been entrusted with the conduct of theirforeign relations.

To describe these states as states does not meanconeeding any viow as to the kind of state that they areand I hope that this description in the Agreement which wehope to conclude will not cause you any difficulty.
