PERSIAN GULF MEDIAN LINE

Tehran telegram No. 1413, reporting that the Iranian

Flag AB 1081/70

Government are ready to start talks in London in January,

makes it necessary for us to consider our own arrangements

for the talks.

I have been unable to contact the Iranian Embassy to

find out whether they have received their instructions, andthey may have already closed for Christmas (or Ramadan); inany case it seems doubtful whether their instructions willyet have arrived and I shall try again after Christmas,3. We had offered the Iranians any dates between January 10and 30, bearing in mind that Sir R. Allen, possibly accompaniedby Mr. Brenchley, will be going to Washington early inFebruary. We do not know the exact status of Mr. Amir Teimurwithin the Iranian Foreign Office, and it seems desirable tofind out before deciding the level at which negotiationsshould be conducted on our side. On the assumption that heis of approximately equivalent rank to a Deputy Under-SecretaryI would recommend that Sir R. Allen or Mr. Rose might attend

the first session of the talks to make introductory remarks,

and that thereafter they should be conducted by Mr. Brenchleywith appropriate support from the Department's legal adviserand the Admiralty hydrographer.4. I submit a draft telegram to Tehran. Eastern Department
