This file contains correspondence relating to civil aviation development in the Gulf, particualrly KLM's quest to be granted landing rights in Dubai. It contains reports, meeting summaries and drafts of correspondence of British officials' interactions with Gulf Rulers and Dutch Officials. The question of landing rights for KLM in Dubai was raised during the visit of the Ruler of Dubai Sheikh Rashid Bin Saeed Al Maktoum to London.
