Other people considered before invitations were sent include: Sheikh Zayed Bin Sultan Al Nahyan, Sheikh Khalifa Bin Hamad Al Thani, the Ruler of Ras Al Khaimah Sheikh Saqr Bin Mohammad Al Qasimi and Sayyed Tariq Bin Taimur.
