It also discusses the desirability of greater American interest in Muscat to offset the Saudi slant of US policy (1) Sultan Saeed Bin Taimur's refusal to renew the expiring two-year concession granted to de Gaury (2) Wendell Phillips' approach to de Gaury, possibly to arrange a deal.
