This file concerns request from the former Political Agent in Dubai and Ambassador to Iraq, Jordan and Tunisia H G Balfour-Paul for access to historical papers on the transfer of power in the Gulf, Aden and Sudan which have not yet been released to the public under the thirty-year rule, in order to write a book. It includes debates around whether Balfour-Paul could be granted privileged access to closed documents as a ‘semi-official’ historian.
