This file concerns the political relations between Qatar and Oman. It contains correspondence relating to:
- A request by HM Ambassador to Doha E F Henderson of notes for his discussion with Amir Khalifa Bin Hamad Al Thani about the provision of aid to Sultan Qaboos Bin Saeed Al Said and the preparation of the speaking notes by HM Ambassador to Muscat D F Hawley. The notes by Hawley stress the importance of countering the Popular Front for the Liberation of Oman and the Arabian Gulf (PFLOAG) and its threat to the Gulf States, and the provision of aid for development in Oman, hampered by the current conflict in Dhofar
- The displeasure of Amir Khalifa Bin Hamad with Dr R Petersen of the United Nations Development Programme (UNDP) for establishing the organisation's headquarters in Bahrain; the Amir's refusal to contribute to the organisation's development programme in Oman; and his referral of the UNDP to the Ruler of the UAE Sheikh Zayed Bin Sultan Al Nahyan
- A visit by the Foreign Minister of the Sultanate Sayyed Fahd Bin Taimur Al Said to Doha for discussion of economic and other forms of cooperation with the Government of Qatar. The Foreign Minister's programme includes meetings with the Foreign Minister of Qatar Sheikh Suhaim Bin Hamad Al Thani and Amir Khalifa Bin Hamad and visits to a fertiliser factory in Umm Said and the Training and Career Development Centre in Madinat Khalifa
- A visit by a delegation from the Qatari Ministry of Education, including the Director of Religious Affairs at the Ministry Sheikh Abdulla Bin Ibrahim Al Ansari and Director of the Institute of Religious Affairs Sheikh Yusif Al Qaradhawi to Muscat during June 1973
- A meeting between Amir Khalifa Bin Hamad and Defence Secretary Peter Carington and the points to be made during the Amir's meeting with Prime Minister Edward Heath in connection with the aid previously provided and planned for the future by Sheikh Zayed, as well as the planned deployment of Abu Dhabi Defence Force (ADDF) to northern Oman.
