Government in the Persian Guli, to Shaikh Zaidbin Khalifah.

After compliments.

We wish to inform you that we felt sorry when weproceeded to Abu Dhabi and we did not happen to meet you as

we wished to discuss in various points among them the

question of Sudan settlement in Zawra under the leadership

of Sultan bin Nasir. We have given our view to your sonwhom we were glad to see. No doubt he has conveyed to youwhat we have said to him. It is quite clear to us thatthe residence at Zawra in this season will be the cause ofdisturbances. We therefore, cannot allow to despatchration to Zawra by sea for your people and in doing so, itwill be against the sea security. We had previouslyallowed you on the grounds that the owners of the area were

happy to such settlement and that there was no objection.

As requested by you, we allowed you at first stage but

situation has been changed. We, therefore, are sorrythat we cannot allow you to send provisions by sea becauseit would be against the policy of other Shaikhs. Should

you insist to adopt this attitude, it will be the source of

disturbances in which case it would be nicer to avoid it.

This is what was necessary to state.
