This file relates to relations between the UK, Pakistan and Muscat and Oman over Gwadur [Gwadar]. It contains correspondence relating to: Discussion on the current situation regarding the 1958 Gwadar Agreement, including these four issues: the position of Major Sakhi Raja and four doctors and dentists, the interruption of recruiting, the return of all seconded Pakistani officers and the military clauses of the agreement.

It covers correspondence on: Financial provision for the Sultan's Armed Forces (SAF) for 1960/61 and short term measures set out in an agreed minute [both enclosed] (1) Loan of two 5.5 inch guns to the SAF, and the recommendation that the loan should continue for the current year, but not in the long term.
