INTER-DEPARTMENTAL PILGRIMAGE QUARANTINE COMMITTEE. -

Minutes of a Meeting held at the Foreign Office on Monday, June 6, 1921, at 3 P.M.

Present :

Major H. W. YOUNG, D.S.O., Colonial Office.

Major W. BATTEN, late British Agent at Jeddah, attended by invitation of the

Committee, and Lieutenant-Colonel LAWRENCE, Colonial Office, was also present.

The Committee had before them the minutes of the 12th Meeting
of the Committee; India Office letter No. R. & S. 1033/21 of the
16th February to Messrs. A. Holt and Co. ; telegram of the
28th February from the British Agent at Jeddah to the Foreign
Office; Foreign Office Memorandum of the 3rd June on the possible
conditions for the improvement of the pilgrimage susceptible of
inclusion in a draft treaty between His Majesty's Government and
King Hussein.

Points arising out
of 12th Meeting.

The Chairman pointed out that great difficulties had arisen this
year owing to the delay in the opening of the Kamaran quarantine
station, and enquired whether any official information had yet been
received as to the date on which the station was opened and as to
whether the full quarantine measures were now being carried out..

Mr. Patrick stated that the Government of India had been
asked to furnish a detailed statement on this question. This report
was expected at an early date and would be communicated to the
Departments concerned. In the meantime he could only state that
the staff and equipment had left India on the 14th April.

The minutes of the 12th Meeting were approved.

Constitution of
the Committee.

Owing to Departmental rearrangements and other causes some
changes had become necessary in the personnel of the Committee.
These will be formally signified later on completion of correspon dence between the Departments concerned.

The Chairman stated that from the point of view of the Ministry
of Health the ideal solution would be for the pilgrimage and
quarantine arrangements in the Hedjaz to be placed under expert
British control, and he expressed the hope that this ideal would not
be lost sight of in drafting the treaty which it was now proposed
might be concluded with King Hussein.

Mr. Murray explained that the proposed treaty was only part'of
the policy of His Majesty's Government in the Middle East directed
