DR KISSINGER'S VISIT TO DORNEY WOOD ON Y FEBRUARY
1. We are in touch with the American Embassy about the
arrangements for Dr Kissinger's dinner at Dorneywo od on
17 February. The intention is that he will arrive at
Heathrow from Geneva and go straight to Dorney wo od for dinner
at 19.30 hours with the Prime Minister and Secretary of State;
that later in the evening he wil) return to London, where
he will be staying the night; and that he will take off
early the next morning for Bonn and Paris. The administrative
arrangements will be worked out as necessary with the Embassy.
2. I have discussed briefing arrangements with the Private
Secretary. He thinks that there will be no need on this
occasion for any elaborate or detailed briefing. The main
discussion will clearly be about Dr Kissinger's visit to the
Middle East and Geneva, and the Prime Minister and Secretary
of State's visit to the Soviet Union, which will have ended
earlier the same day. There will be little or no time for
any other topics. I am preparing a background brief for the
discussions on this basis, and shall be in touch with NENAD
and EESD about this. I do not at present envisage a need
to cover other subjects, but if the recipients of this minute
wish to suggest that any other subject should be included
in the brief, perhaps they will let me know by noon on Thursday
13 February at the latest.
3. Dr Kissinger plans to return to the United Kingdom to
attend celebrations in Cardiff on 6 March, when the Secretary
of State is to be given the freedom of the city. We understand
that he may be intending to spend some time in London after
the celebrations in Cardiff. If he does this, there may
be an opportunity for further discussions covering a wider
area than will be possible at the Dorneywo od dinner.
