3. One harder piece of news is that the Consultative Assembly willbe expanded by another ten seats before its next session inOctober (probably just before the Amir pays an official visit toFrance - originally planned for June but now deferred). There areplans for the selection of younger more modern men and for theAssembly to be given further powers. The present Assembly hashad its term extended from three to six years so nothing of a"revolutionary 1 nature is contemplated. Indeed, the Amir hasover various subjects been upset at the reactionary and graspingattitudes adopted by a majority of the Assembly. A recent examplewas their opposition to the Amir's new law freezing rents. Thusinfusion of the ten "younger" men will be to encourage attitudesin the Assembly more in line with Shaikh Khalifah's own thinking.

4. I will hear more of these changes when I meet the Amir andIssa Kawari over the next week or so but the only snippet theformer has so far revealed is his intention to give Shaikh Ahmedbin Saif a senior job in Doha. I suspect that the complicatedprocesses to which I referred at the beginning of this letter andthe need to keep a balance between the various factions here willpersaude the Amir to bide his own counsel until he has made uphis mind on the new shape of his Government.
