ABU DHABI /UK OIL COOPERATION
1. With his letter of 12 January, David MacLennan sent
you a paper in which he gave recommendations for follow up action on issues which were raised during Mr Howell's
visit.

2. I hope that you will by now have seen MacLennan's
teleletter of 3 February, in which he reports the
appointment of three Abu Dhabi nationals to shadow some
of the Algerians in ADNOC.
3. I believe that opportunities may now be presenting
themselves for us to follow up one particular recommendation
of the Embassy's, namely assisting Abu Dhabi National Oil
Company officials to strengthen their expertise and developing
closer contacts between BNOC and ADNOC. I do not know how
far the Department of Energy has got in considering what
could be done in this line; needless to say we here would
be glad to help in any way we could.
4. But it occurs to me that the visit of Mana' al Otaiba
next week might be an occasion for Mr Howell and other
Ministers he is meeting to express, at least in the most
general and non-committal terms, our willingness to to do
what we can. There may be real commercial advantages in
having British trained personnel in key jobs both for BP
and for other British firms looking for business.
