No sooner had I written to tell you last
week that Omar Saqqaf was not a member of the
Council of Ministers (see also James Craig's
letter 25/4 of 4 April) than a Royal Decree
was published appointing him a member of the
Council.

will debate foreign policy which is the King's
sole responsibility, and in any case Omar
Saqqaf's travels will mean that the number of
meetings of the Council of Ministers that
he attends will be very small.
