The P R. wishes you to avoid giving anyencouragement for the moment to dissidentShaikhs who visit you, though you should beprepared, as you yourself say, to listen totheir complaints and should avoid theappearance of being politically unsympathetic,as far as this is possible, without giving themany money. (If presents are likely to be ofvalue in any particular case, you can of courseseek the P.R's authority). We may wish to takeadvantage of these Shaikhs in our later dealingswith the Sultan. 3.
