Sinco the Agreement would only relato on the couthsido of the Fercian Qu2 to Qatar and Abu Dhabi, which arenot the States claiming tho islands in question, it isproposed that futuro negotiationo about the 10landswould more appropriately be covered in a separateagreement in the form of an exchange of Notos, and "A"and "B" attached to this lottor illustrate how this mightbe done. The Exchange or Notos would not enumerate the islanasconcerned, and the Iranian Government might therefore wichto send a further Noto on the lines of "O". In thiscase, H.M.G. for thoix part would send a parallel noteon the lines of "D". I choula perhaps point out that"A" and "B" would constitute an agreement, but that "C"and "D" woula not. (31. 5.
