[Foreign Office Papers E 4341/279/91]

No. 90(1776/412/108)

British Legation,
Jedda.15th June 1934

Your Excellency,After compliments,
I have the honour to state that I'duly conveyed to His Majesty'sGovernment in the United Kingdom the contents of your Excellency's noteNo. 101/52 of the 29th Muharram 1353 (May 13, 1934) relative to boundaries inEastern Arabia. Having carefully considered the contents of your note and thereports which I had already addressed to them regarding my conversation withYour Excellency on May 2, my Government have instructed me to inform theSaudi Government of their inability to admit that events since the conclusion ofthe Anglo-Turkish Conventions of 1913 and 1914 have modified the legal positiondefined in my note No. 65 of April 28. They cannot but regard that position asbinding on the Saudi Government and as being only susceptible of alteration byagreement between that Government and themselves. So far as the boundariesnow in question are concerned, they do not consider that any developments inArabia since 1914 have been such as to render inappropriate to present circumstances the blue line laid down in the Anglo-Turkish Convention of 1913 and dulyconfirmed by the convention of 1914.
With highest respects,
Andrew Ryan.

His Excellency,
The Acting Minister for Foreign Affairs.
