I hardly think it necessary at this stage to ask theWHO Legal Adviser to confirm that WHO would accept thecompetence of the Trucial States Council to apply for AssociateMembership. Since the latest date for application would be4 April 1971 we still have some months to wait for any possibledevelopments in the UAE, and if there should be none by early1971 we could then go ahead, first with confirmation by theWHO Legal Adviser, and subsequently with the application andthe question of lobbying. I suggest that we look again atthis, early in January 1974, and that in the meantime youshould inform the Trucial States Council how matters stand.

Presumably we shall need to prepare the applicationfor UNESCO earlier than this and I would be grateful ifU.N (E & S) Department could advise us on timing for thisand for UNICEF and FAO.
