I would still prefer to get a clearer indication from the
Rulers of Qatar and Bahrain of willingness to consider a change
ir title before lehdi. Tajir visits Tehran. Now that the latter
soems to have made a little progress in Doha I propose to take
action with the Ruler of Bahrain when I see him this week-end.
I shall, of course, not commit the Ruler of Qatar but will use
the fact of Mehdi's talks with him and his Deputy to encourage
Sheikh Issa also to consider a change. If I succeed it would meet
the point in your paragraph 3 (a) and perhaps enable you to
clinch the matter in Doha,
