Now that the latter soems to have made a little progress in Doha I propose to take action with the Ruler of Bahrain when I see him this week-end. I shall, of course, not commit the Ruler of Qatar but will use the fact of Mehdi's talks with him and his Deputy to encourage Sheikh Issa also to consider a change. If I succeed it would meet the point in your paragraph 3 (a) and perhaps enable you to clinch the matter in Doha, Foreign Office pass Doha, Tehran, Dubai and Abu Dhabi as my telegrams Nos, 252, 92, 572 and 315 respectively.
