The Ruler of Dubai tells me that Mehdi will be returning from Beirut to Doha tomorrow, 15 September, and to Dubai on Thursday, 16 September. The position at the moment appears to be that the Ruler of Qatar and Shaikh Khalifah are near to agreement to a change in title. Mehdi will attempt tomorrow to obtain their complete agreement. If he fails Shaikh Rashid has promised to travel himself to Doha to diseuss the matter with the Qataris. Telegrams have carrived from the Irani Ministers Seboud Nessiry and Dr. Ali Khany welcoming Mehdi's visit to Tehran and asking for his date of arrival.
