I entirely agree with you that there is no realistic prospect of our being able, by means of our modest TA assistance, to influence the UAE towards establishing cohérent machinery for overall development planning. The present administrative structure is too complicated, local interests are too strong and diverse, and the desire of a new country to tackle things in its own way is too fresh for our modest assistance to be used in this way.
