I think that in the light of what is said about his possible resignation and the state of disorganisation in the administration of the UAE's fisheries activities we may need to reconsider our willingness in principle to put $20,000 worth of TA equipment into fisheries development. We should certainly not be prepared to respond to a UAE request in this respect unless we had assurances that this would be put to proper use. Ve should accordingly be grateful to have your advice on this, and indeed on the observations about "fighting all down the East Coast" with a "nob..... searching.... for the United Arab Emirates Police," trying to take over the 'Majid', and even trying to involve Kuscat in a take over of Khor Fakkan, so far as this has a bearing on possible Technical Assistance by the UK. Possibly this is a bit of hyperbole by White, but I don't think we here can just ignore it.
